MODQ: Function for the Modification of Quantities

Definition: The function MODQ generates a modified quantity or measurement by applying a graduator to a given quantity or measurement.
Used with: circa, approximately, almost, scarcely, barely, exactly, up to, over….

Explanation: The modificators can be used to specify fuzzy quantities. For example, barely 5 kg or over 10 kg. In many domains, the specifications of quantities are fuzzy, even in those cases where exact measures are involved. So 3 kg of potatoes does not necessarily mean exactly 3,000 gm potatoes. Therefore, it is sometimes necessary to emphasize that a certain measurement is given exactly;
