PROPR: Relation Between a Plurality and a Semantically Relational Property

Definition: The expression (g PROPR r) is used to characterize a plurality g by means of a semantically relational quality r.

 The bids were comparable.

“The bids were comparable” doesn't mean that each of them was comparable on its own. “Comparable” makes sense only in the context of the whole collection, cf.:

 The bids were low.

In this example the proper relation to use is PROP.
